Overvoltage value U = 250 V.
Determine the resistance of the ground connector.
The electrical conductivity is inversely proportional to the resistivity of the soil σ = 1/ρ = 0.1 S/m.
We assume that some distance away from the ground connector the electric potential drops to zero.
Ground connector resistance is 250 / 23.94 = 10.4 Ohm per 1 meter of conductors length.
